Steps:
-open jedit
-assign ctrl-tab to "Open Buffers"
-open several files
-try ctrl-tab-tab-tab - item selection will move from top to bottom - ok
-switch layout (I have us and ru)
-try again ctrl-tab-tab-tab - item selection will move from bottom to top - unexpected
